This leak was not surfacing because the ditch fill was one inch rock. In addition, you can see that the main was actually under a concrete ledge which had to be jackhammered out of the way. This concrete ledge kept the huge spray of water directed downward. We have seen other similar situations in which buried concrete or rocks have kept the water from spraying upward.
